Is is possible to manage Cost Allocation Tags programmatically?

I am using Terraform to manage tags across resources in multiple accounts. I am wondering if it is possible to also enable specific tags to be 'Cost Allocation Tags' programmatically or if all changes to this setting must be done from the AWS web console.

Absolutely ! Cost Allocation Tags can definitely be done via Terraform pipelines. Terraform registry has great documentation about AWS Tagging.

Activation of tags for cost allocation can't be done programmatically at this time. Only in the billing console (and only on the Payer account, if this is AWS Organizations)

Currently there is no API to enable Cost Allocation tags programatically, so you would have to use the AWS Console.
