Hello,

Since October 31th 2022,  it is possible to transfer Elastic IP addresses between AWS accounts. Official announcement [here](https://aws.amazon.com/about-aws/whats-new/2022/10/amazon-virtual-private-cloud-vpc-transfer-elastic-ip-addresses-between-aws-accounts/?nc1=h_ls)

You can take a look to the following AWS documentation - [Enable Elastic IP address transfer](https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/elastic-ip-addresses-eip.html) and find the steps to complete the operation in your source account.
