How to Connect to AWS RDS (MySQL) Instance from My Laptop?

Question

Created the RDS instance and took the following steps.

Edited the security rule, as follows.

Made the RDS publicly accessible

However, even after these, my laptop (running Ubuntu 22.04) connected to the internet cannot connect to this instance from terminal. The error I get reads

> ERROR 2003 (HY000): Can't connect to MySQL server on 'tensorflow-dump.c1ufsal2345guu.ap-southeast-1.rds.amazonaws.com:3306' (110)

So is there any other bottleneck that I should be aware of to enable this connection from my laptop? My separate Amazon EC2 (running Ubuntu) instance can connect to this RDS instance. Does it mean for non-AWS instances, it has to connect via specific static IP or do I have an easier option?

I assume you already followed this troubleshooting guide (https://aws.amazon.com/premiumsupport/knowledge-center/rds-connectivity-instance-subnet-vpc/).

Apart from above you should:
* modify inbound rule to your custom IP, not the whole internet at least temporarily for testing
* check if your laptop firewall allows you to talk to 3306 - check this guide: https://aws.amazon.com/premiumsupport/knowledge-center/rds-cannot-connect/
* You can check logs - https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/USER_LogAccess.Procedural.Viewing.html
* Consider having DB on private subnets and use bastion with SSMto access (https://aws.amazon.com/premiumsupport/knowledge-center/rds-connect-ec2-bastion-host/)
