website hosting issue on route53 and lightsail instance

1. registered a domain
2. checked and ensured NS records matching the DNS entries for the hosted domain
3. created a wordpress insntace in lightsail
4. attached a static ip to the instance
5. created an A record and CNAME to the static IP
6. browser window entered the www or the domain name

I deleted the instance created in the first iteration. Than I created a new instance and new static IP and updated the A and CNAME with the new IP. The first instance of lightsail used to come up but after I deleted the first one and created a new one with new static IP it is not coming up.

but it keeps on saying site can't be reached I have waited more than 3 days now If I goto the static ip the website comes up I also tested the record in the hosted zone screen and I do see Response returned by Route 53 to the static IP

Another thing I noticed that the hosted zone name servers and lightsail name servers are different

what could be the issue
