Never received SMS Sandbox verification text for SNS

I'm trying to set up a sandbox SMS environment by following this article:

I've set up an origination number that I see listed as "Active". I'm trying to set up a sandbox so I can test, and when I add a phone number to the verification list (in the format of +1##########), I never receive a verification text even when I press "Resend Verification Code". I've tried multiple phone numbers across various carriers but no luck. I've tried enabling logging for CloudWatch but see no entries.

If the origination number is Toll Free US number, it needs to be registered first. https://docs.aws.amazon.com/sns/latest/dg/channels-sms-originating-identities-tfn.html#registering-tfn

If registration is done, we need to check Cloudwatch logs. For cloudwatch logs not populating, please note that in order to capture delivery logs for both Successful and Failed SMS deliveries, you need to set the Sampling rate to 100 [2] in step 6 at [1].
