What are these extra charges ?

For S3:

1. Go to Cost Explorer -> Choose Date Range in right pane
2. Granularity -> Daily
3. Dimension -> Usage Type
4. Service -> S3

Repeat same by changing dimension to region. This would show you what are the things, that are getting billed for s3 glacier.

For RDS:

1. Go to Cost Explorer -> Choose Date Range in right pane
2. Granularity -> Daily
3. Dimension -> Region
4. Service -> Relational Database Service(RDS)

Once you get to know which region it was, you can further check Availability Zone by changing the dimension as Availability Zone. Repeat the same process by changing dimension to Usage type. This would help you locate, which resource is costing you and when.

For ELB:

1. Go to Cost Explorer -> Choose Date Range in right pane
2. Granularity -> Daily
3. Dimension -> Usage Type
4. Service -> Elastic Load Balancer(ELB)

To locate the ELB resources, you can change the dimension as Region or AZ.

Important:

If you don't find any clue for these charges, I'd suggest you to log a support case under Account and billing category, AWS support would be able to assist you and would help you to get a resolution if at all, these are not legitimate charges.
