Are you operating in the correct regional management console with model access enabled?
If you are operating in the correct region, there may be a problem with your AWS account, so I recommend that you open a case with AWS Support under "Account and billing".
Inquiries under "Account and billing" can be made free of charge.

In order to invoke the model you need to have two permissions.
- Enable to model access: https://docs.aws.amazon.com/bedrock/latest/userguide/model-access.html
- IAM role to invoke the model: https://docs.aws.amazon.com/bedrock/latest/userguide/security-iam.html
