For Enterprise Support on-ramp(EOP) subscription, each account subscribes independently. Like Enterprise support customers, EOP customers have the option to include multiple accounts in an aggregated monthly billing.
However if your organization can committed to high volume and long-term spending with AWS. You can reach out to your AWS Business representative to discuss more about enterprise billing for your organization.
