Cannot deploy versions: instance stuck while terminating

The instance i-0906d034b62e918c9 keeps showing the "Closing" status after i terminated it.
When i deploy a version on the environment which created this instance, the deployment has no effect, even on other instances of the same environment.

At least i would expect the new version to be deployed to the healthy running instances of the environment.
