Hello.
If a large-scale regional failure occurs, the AWS API itself may become unusable, so we expect that notifications such as AutoScaling health checks will no longer be available.
AWS users cannot predict what will happen during a large-scale regional failure, so I don't know if they will give you an answer, but I think it would be best to contact AWS Support.
