I have also experienced similar errors in the past.
At that time, I opened a case with AWS Support under "Account and billing" and resolved the issue.
Inquiries under "Account and billing" can be made free of charge even with the basic support plan, so we recommend that you check it out.

This is basically what I did manage to do. I saw a post from 4 or 5 years ago where it said to file an "email limit raise" request or something, and I just used that.
To the AWS folks - why is this not more publicly shared on how to do this? I don't mind opening a ticket but why must we piggy back of some entirely different form to do so?
