Why am I seeing failed as billed?

There were 3 attempts to transfer the domain to AWS, and 2 of the failed. Anyway I see in the billing, that cost was 39$, while I was charged only once for 13$

  • 13$ is a domain transfer fee, and 2 failed attempts were because my card didn't want to be accepted (had to call to bank). Thanks for advice, will create a support ticket.
