I did similar thing - using free tier with Rekognition with CL, and I believe the latter statement ("You are charged for the amount of time it takes to successfully train your model and for the amount of time your model runs.") is the boilerplate text. So I would expect that if you were wrongly charged, you could bring this up in a support ticket, and they would correct your billing.
