Instance reachability check failed (Linux)

Question

It show "Instance reachability check failed" and I am unable to SSH to the Instance.  
  
I look into System Log, there is no throw error on log and Screenshoot show login dialog.  
  
All resource graphic is show instance is at Idle state.

I too getting this error frequently with ubuntu free tier.  Its horrible I feel to see every 12 hrs its showing up "Instance reachability check failed" status. 
Any suggesions?

Set Instance to STOP then Start again. After that, it is now working fine.  
  
Please note: Public IP will change, if you not use any elastic IP.

I tried to stop the instance and started again. But this is still not fixed. I even tried changing the instance type but of no use.
Kindly help.
