Can Not Acess Asia Pacific (Mumbai) server from US but able to access from Asia. Also sites down in US, but not in Asai

The title pretty much explains the issue. Sites are down in the US. We can access AWS but when we select Asia Pacific (Mumbai) in EC2 we get a timed out notice. Yet when we access it in Asia it is fine. Our sites hosted in Mumbai are not displaying in the US as well. Can someone tell me who I reach out to for this? It sounds like an AWS glitch.
