This error comes up when there is some problem with your AWS account.
It cannot be used until that issue is resolved.
You should have received an email from AWS at the email address associated with your AWS account, so please check it and target the issue.
You may also contact AWS Support or contact "aws-verification@amazon.com".

Hi,
I would suggest to chase AWS Support directly, that is the only way to unblock. The verification team, according to previous answers, seems to reply with quite a bit of delays (a few days, weeks).
