My root account cannot terminate instances in the Singapore region

Question

The server is down, the operating account is the root account, the server termination protection is disabled, but it cannot be terminated and restarted
The error message is
This request has been administratively disabled

Someone from the AWS replied to the specifc issue, i assume the same your account have some security or vulnerability issues detected , pls check the notifications to review anything or open support ticket in AWS about account management if you have basic plan.
