S3 bucket exists in another account for a domain that I own

Question

I'm trying to create an S3 bucket with my domain name for the bucket name, but it already exists in another account. I cannot serve an S3 site without having the bucket name match the domain. How do I go about requesting it be deleted from the account that currently has the bucket?

You are using S3 to host your static website ?
If that, you can use CloudFront behind your S3, then use Route53 to create a custom domain point to your CloudFront endpoint
There is no way to create same name for S3 bucket over all Regions
