Can I create custom Control Tower proactive controls?

Can I create my own proactive controls for control tower? If so do they have to be created with Cloudforamtion guard, Cloudforamtion hooks or both?

    Is there a roadmap for support of custom proactive controls in the future? What about custom config Rules to be used in control tower?
