Is there a way to find which account in the organization has cloudtrail disabled ?

Organizational view for AWS Trusted Advisor can export reports of Trusted Advisor checks for all accounts in CSV or JSON format.
The management account in your organization must have a Business, Enterprise On-Ramp, or Enterprise Support plan.
