pandas requires version '0.7.4' or newer of 'fsspec' (version '0.6.2' currently installed)

If you are running the Jupyter Notebook using interactive sessions of AWS Glue, then you can easily upgrade the version of any package by using the %additional_python_modules magic command before starting your session.

Now in your case, if you require 0.7.4 version of fsspec, then try running this command:

%additional_python_modules fsspec==0.7.4

Please note that you have to run this command before creating the spark session such that this particular package of the required version will be used while creating the session.
