You should first follow the troubleshooting steps below to check.
Lightsail has limited troubleshooting options, so if that doesn't work, we recommend migrating your snapshots to EC2 for more detailed troubleshooting.
- Check if the status check is normal.
- Try specifying a larger instance size from the snapshot.
- Export the snapshot to EC2 and launch it as EC2.

Could you provide more details about what exactly isn't working? Are you referring to an application on your instance, and if so what application and what isn't working about it? Or does the instance itself have a "Stopped" state in the Lightsail web console despite your attempts to restart the instance?
