Go to the Service Quota page located under the dropdown on your name in the console menu. Go to Service and select EC2, then filter on Elastic IPs. Submit a request to increase this limit.

AWS Each service have their quota limits for region/Global but always remember you request AWS to increase the limit and justify the reason.
How to request Limit increase : Two options
- You can go to AWS Support --> Create Case --> Select Service Limit Increase option then Open ticket
- Search for Service Quotas in Console or You click this link it will redirect you to Elastic IP's
Any time if you will get errors like limits reached, No limits, 0 available so it means that your quota limit exceded so you can use above options to get more limits.
