As far as I know, the only way you're supposed to update the sudoers file is to use visudo.

I solved it!
- Stop the running instance
- Make a snapshot
- Create a new instance with all disks from the snapshot using this launch script:
echo 'admin ALL=(ALL) NOPASSWD:ALL' >> /etc/sudoers.d/90-cloud-init-users - Detach static IP from old instance
- Attach static IP to new instance
- Check firewall rules of new instance
- Connect to new instance
- Do some cleanup in the sudoers file
- Remove old instance and old disks
