Sender ID delivers message as NOTICE

I have added my Default sender ID under Text messaging preferences as outlined in this link https://docs.aws.amazon.com/sns/latest/dg/sms_preferences.html. However the message is still delivered as NOTICE. I am in the UK so supports sender ID. Any idea what the problem may be?
