AアカウントからBアカウントにS3バケットのデータを移行する際、最小コストで実施する方法とは？

Question

I'm thinking of migrating S3 bucket data using the following method.
-Create an AWS CLI user at the migration source, create an S3 bucket at the migration destination, and attach a bucket policy.
-Execute the CLI command from the migration source to copy the objects in the bucket.
In that case, the cost will be about 50,000 yen because the bucket x 4 and the total data amount: 4.0TB.
Please let me know if there is a way to migrate with minimal cost.
