so I need to create a distribution in the Virginia (us-east-1) regtion BUT, I cannot attach the origin/source as its in Ireland or should I be able to? "You have no available origins in Virginia (us-east-1)."
So I will need to literally move the instance to Virginia otherewise its impossible to use a distribution. What is the point then of giving an option to select the other regions for the distribution?
Lightsail Distributions use Lightsail Certificates in the Virginia ( us-east-1 ) AWS Region only. This is because Lightsail Distributions are a global resource. The AWS Region such as Ireland of the origin/source for the Distribution such as an Instance with Static IP or a Load Balancer, is not the AWS Region for the Distribution or change the AWS Region needed for the Certificate.

Only certificates created in the us-east-1 AWS Region can be attached to Lightsail distributions. Lightsail distributions are global resources that can reference an origin in any AWS Region, and distribute its content globally. However, all distributions are located in the us-east-1 Region.

The distribution created in Virginia (us-east-1) AWS Region WILL BE able to have origin from other AWS Region attached to it.
If you are trying to attach an instance from Ireland region, please make sure the instance has a Static IP attached to it and the site/application on it loads with that Static IP correctly before you would be able to make it the origin of the Distribution.
