cannot modify RDS on govCloud

Question

We have a few RDS database on gov Cloud that are running older version of mysql (5.6.51). I found out the "Modify" button is greyed out. That we would not be able to change anything for the instance, include endpoint name, memory etc. Could you take a look to see why is it restricted? Was it because the version is too old?

According to the [documentation](https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/USER_StopInstance.html#USER_StopInstance.Limitations):

```
You can't modify a stopped DB instance.
```
