"Notebook" tab not showing in the EMR console

Here is what I have :  
  
Amazon EMR  
Clusters  
Security configurations  
Block public access  
VPC subnets  
Events  
Help  
What's new  
  
How can I use the EMR notebook ?

Your understanding is correct. EMR notebooks are not available in some regions. The list of supported regions can be found here:

I had to change my region, as EMR notebooks are not available in all regions…
