Install package dsadmin.rdsadmin_s3_tasks locally

Hi! Is there a way to install rdsadmin.rdsadmin_s3_tasks package on a local Oracle instance? Or, is there an alternative way to integrate S3 from both on premises and on a managed RDS instance?

We would like to have the same procedures in both places for testing purposes.
