I have experienced a similar situation in the past.
In that case, subscribe to QuickSight again and delete the VPC connection settings, and the ENI will be deleted.

Hi, thank you for your answer. It really help a lot, I would have some follow up question regarding the suggestion. The moment I subscribe again to QuickSight would it charge the subscription again? The pricing just to remove an network interface seems slightly expensive
I remember that there was a charge when I subscribed again. Maybe you can contact AWS Support and they will suggest a better method. It may be a good idea to contact AWS Support under "Account and billing". https://docs.aws.amazon.com/awssupport/latest/user/case-management.html
