EC2 ubuntu 18.04 fresh + apache2 install CONNECTION REFUSED

I am ssh'd into my instance yet can't seem to get the default apache splash page, let alone connect to my instance via http port 80.
I have the instance under "anywhere" security group for the meantime, still no go.
Since this is a fresh ubuntu install (only did apt update and apt install apache2), what would be the default reason this usually occurs?
