I assume you are referring to AWS Global Accelerator
AGA uses static anycast IP address. The same IP appears in 110+ points of presence around the world including US and Europe. Refer to https://aws.amazon.com/global-accelerator/features/#Global_Edge_Network for POP location. Paris is listed.

ok, do you think this can have an impact on SEO? If the target IP of my French DNS is not on a French IP but one up with static anycast?

Generally the location of an IP address does not really have an impact on your site's rankings. Other factors, such as quality back-links, website content, readability, semantic web-design and other technical factors have a much much larger impact.
