SES not receiving email from specific sender (SPF, SPAM?)

I have a verified domain and verified email address on that domain. The domain is managed in Route 53. I am not able to receive email from a vendor, but I can receive email from other sources.

I have a ruleset setup with two rules: to send to S3 bucket and to trigger SNS topic which a LAMBDA is subscribed to. The goal is when we receive an email, store in S3 and trigger the lambda to parse the emails and do our own internal automations. However, I can receive emails to SES, just not from the vendor.

How can I override aws receiving rule if the vendor is on a block list? I have set a CIDR record on a filter to allow all ip address and I have disabled SPAM checks.
