Notification of AWS Failures

Hi,
In the event of an AWS failure, are there cases where the root user's email address or alternate contact will be notified?
I would like to know if there are any notifications depending on the size of the failure, although I am sure there are during a major security incident.
We have not yet been able to confirm this because we have not had any major failures such as failures at the AZ level since we started using AWS.
