Message does not get delivered for a very long time

I recently observed a message that seemed to be stuck in a FIFO queue for 30+ minutes before being delivered for the very first time. The queue was not under heavy load, and the visibility timeout of the message should have been on the order of seconds.

If there are any AWS admins around, happy to provide the queue name and message ID for further investigation.
