We can't receive SMS when use Vietnam Phone Number

We used the SNS to send messages to customers. We can receive an SMS when we try to send a text message from the sandbox. However, we can't receive SMS when using Vietnam Phone Number. Addition, I've another case that SMS display ??? when we sent the message. Example: 證券鵲喜: 您的開戶申請尚未通過審核，請查看電郵發送的詳細信息。你亦可透過xxxxxx xxxxx應用程序中的“線上客服”聯繫我們尋求幫助。
