I'm sorry this impacted you. This generally happens on accounts with limited billing history (new accounts). Submitting the support request from the console is the way to have the restriction removed.
This limitation is just a part of the fraud protection on PSTN calling. (It protects both you and AWS.) After you submit the request, unless there are other concerns with your account, it may take about 3 business days to complete.
