Decrease AWS EC2 Instance Volume

I am wondering how come I can't decrease the modified volume I did for my instance, I get a error message stating I can only increase but can't decrease. Is there anyway around this?

EBS volumes cannot be shrunk as described in this document.
Therefore, to shrink the EBS, it is necessary to create a new, smaller EBS and copy the data from the original EBS.
