If you have confirmed that the domain "water-temp-domain" in eu-north-1 has been deleted then this could be a propagation delay for the update to the service. Try deleting it again in a couple of hours.
If it still fails, contact AWS Premium Support and report the problem. By the way, you will not be charged for an IAM Role.
