There seems to be an issue with vCPU quota limits.
Please apply for a quota increase from the URL listed in the error message, or access the service quota screen and apply for an instance type quota increase in the region where you are using EC2.

Clicking on the "Adjustable" column for the instance type you want to use in the table described in the document will open a screen where you can apply for quota increase.
