Best practice and method to deploy eks cluster with terraform and helm charts

Good day!

I have a terraform code to deploy an eks cluster and helm charts to deploy my application. Both are managed at bitbucket.

Requirement:

On a demand, the terraform code should deploy eks cluster and based on its outcome, the helm chart should be deployed. Although I have explored various CI/CD metheds, which one is most recommended tool/method for this requirement?
