From an AWS perspective, servers hosted in other cloud vendors are external and are therefore exactly like on-premises servers.
The instructions for using SSM for on-premises servers are here: https://docs.aws.amazon.com/prescriptive-guidance/latest/patch-management-hybrid-cloud/design-on-premises.html - they apply equally to servers in other cloud environments.
You might also find IAM Roles Anywhere useful.

Dispatch manager have an agent? Often the AWS services allow you to download an agent of a service provided by AWS.
