On iPad, auto scrolling on some AWS webpages prevents me from reading details

I’m experiencing the behaviors on the title in the following pages.

• this article
• this page

When I try to tap for scrolling back upper just a little(like a few lines), the page is automatically rewinds to the top of the page, so practically I cannot read the following parts. Does anyone have experienced the same issue?

The following is the detail of my environments.

<device> iPad Air 5th gen.
<OS version> 16.3.1

The event happens on both Chrome and Safari browsers.
