Ubuntu LTS (18.04) - unreachable (cpu 100%) after updates applied using apt

Hi,

Disk space running low means a reboot and then an apt-update && apt-upgrade etc., only this time the outcome was bad.
I can Stop/Start/Reboot it but establishing a SSH connection is impossible. Looking in the Monitor tab it says 100% cpu use.

Please advise!
