Hi Albert, the service quotas for our APIs are not hard limits, https://docs.aws.amazon.com/general/latest/gr/textract.html#limits_textract, if you have use cases that needs higher TPS, you can always reach out to AWS customer service to increase the limit for you.
And for increasing the default quotas for EU regions, we do not currently have an ETA for that, but we can always increase the limit for you if reach out to you with your use case.
