Service charge free tier account

I recently created my free tier account on AWS for study, but I'm being charged for a service called AWS WAF, I would like you to help me understand why, because I didn't even activate this service. AWS WAF

From the image you have shared, it appears that a Global Web ACL has been created.
Global Web ACL is a WAF setting that can be configured for CloudFront.
It can be removed by following the methods in the following document.
Incidentally, when deleting a Web ACL, you can select the corresponding Web ACL by setting the region to Global on the Web ACL screen.
https://docs.aws.amazon.com/waf/latest/developerguide/web-acl-deleting.html

You can also check the API history in CloudTrail to see what caused it to be created.
I think there is a history of "CreateWebACL".

The above answer is correct however I would like to expand on the original statement. There is no such thing as a free tier AWS account. There are several services that permit free use under specific and limited conditions, but this is not universal across all services.
