Creating a Dashboard on Quicksight

I work in Germany Customer Fullfillment and I would like to create our Dashbord on Quicksight. I entered in the Quicksight link and register myself and in the end there was a section which I need to input the my card details.

Is this service not free of charge for Customer Fullfillment? If Yes, how do I register without paying?
