wordpress bitnami lightsail instance change to max_input_vars not working with known methods

Tried changes to php.ini, htaccess file and wp-config.php files to increase max_input_vars to 3000, but the Wordpress dashboard still shows max input vars as the default 1000 limit. Is there a hidden file that is overriding the settings changes I have made and if so can they be changed?
