Hello.
The account used for the AWS exam and the authentication for the AWS account are different, so you can still reserve the AWS exam even if your AWS account becomes unavailable.
AWS certifications etc. are managed by something called Builder ID.

AWS Builder ID represents you as an individual and is independent from any credentials and data you may have in existing AWS accounts. Like other personal profiles, AWS Builder ID remains with you as you progress through your personal, educational, and career goals.
Additionally, test reservations and other matters are handled through Pearson VUE, so there is no problem even if your AWS account becomes unusable.

Does this mean, I will be able to attempt the questions for which it requires access to aws console? for example writing and hosting lambda code asked in questions in develper or architect level exams ?
I don't think there will be any questions about operating the AWS console in certification exams such as "AWS Developer - Associate".
